Official symbols of Novgorod the Great 1150th anniversary
(recommendations for use)

This emblem is a winner of the city open competition for design of the emblem of the 1150th Novgorod the Great foundation anniversary and the international forum “Hanseatic Days of the New Times”.

The emblem is built on 4 symbols imprinted in the Novgorodians’ mind as an integral part of the city’s history, traditions and location. These are Sophia (short for the St. Sophia Cathedral), the Orthodox cross, the waters of the ancient Volkhov and a sail ship billowing in the waves.

The waves of the Volkhov and the sail ship stand for the city’s history which was shaped by its location on the Great Trade route and the hospitality of the folk.

The dome of Sophia crowned with the Orthodox cross consists of two parts: the first one is a white sail, the second is gold. This symbolizes the combination of Novgorod’s spiritual heritage and Orthodox traditions.

The emblem is placed within a circle – a symbol of peace, harmony and consent, thus accentuating the integrity and completeness of the composition and lending dignified majesty to the image of Novgorod the Great.

Color solution: the main small circle has dark-blue background with the white-and-gold dome of Sophia and a golden cross over it.

There is a white inscription “1150” on the right over the dome and a wave under it having three colors: light-blue, golden, white. The rim of the circle has “VELIKIY NOVGOROD — ÂÅËÈÊÈÉ ÍÎÂÃÎÐÎÄ 2009” inscribed in blue against the white background.

Recommended uses of emblem No. 1: large formal events of international, national and regional scale; formal receptions; holidays, anniversaries, seminars, conferences, exhibitions; film festivals, photo exhibitions; city competitions of professional excellence, such as a contest for the best landscaped neighborhood, etc.; official documents, film releases (video, documentaries, etc.); printed materials; advertising of all forms: outdoor, TV, mass media (printed, elctronic); thematic decoration of halls, buildings, squares, streets, parks and other spaces; charity events; events for children and the youth; formal openings of institutions, reconstructed and renovated buildings, etc.

The emblem of Novgorod the Great 1150th anniversary approved by the Organizing committee on preparation for and carrying out of Novgorod the Great 1150th anniversary (Record No. 2, dated December 13, 2006).

The central image of the emblem is a bell. The bell symbolizes the main ideas of Novgorod the Great 1150th anniversary by presenting the city as the birthplace of the Russian state and democracy, the repository of the millennial Russian culture and the most ancient center of the Russian Orthodox.

In the ancient Novgorod it was the bell ringing which convened the folk to the Veche. For citizens of Novgorod it has always been the symbol of freedom and democratic government; the symbol of the unity of the people, the glory and majesty of Novgorod.

On account of the symbolic meaning of the bell representing the Russian statehood and democracy, the form of the bell was used as the basis for the monument to the Millennium of Russia. This monument perpetuating the deed of the Russian people creating a great country was erected in 1862, in the center of the Novgorod Kremlin by the order of Emperor Alexander II.

The tongue of the bell depicted in the emblem has a double meaning. On the one hand, as the colors chosen for the tongue are those of the Russian tricolor, it stresses the important role Novgorod has been playing in the history of Russia.

On the other hand, the tongue is shaped to indicate the dome of the notable St. Sophia Cathedral – a symbol of the Russian history, spirit and culture. The ancient folk said that if there is Sophia, there is Novgorod there.

The emblem is designed as a complete and dynamic sign with a sound constituent. The ringing Veche bell is a symbol of the holiday, the greatness and the glorious history of the ancient city. The fount of inscriptions is Old Russian.

Color solution:

Variant 1
The bell and the inscription «Âåëèêèé Íîâãîðîä 1150» are colored red against the white background. The tongue of the bell has three colors: white, blue and red.

Variant 2
The bell, the tongue of the bell and the inscription «Âåëèêèé Íîâãîðîä 1150» are colored white against the red background.

Recommended uses of emblem No. 2: production of art and industrial wares, consumer goods; manufacturing of goods (packaging, labels, marks, price tags, etc.); souvenirs; printed products; retail, services (decoration of retail spaces); applied arts handicraft.

REGULATION
on the use of the official symbols of Novgorod the Great 1150th anniversary

1. General provisions
1.1. This Regulation establishes terms and procedures for use of the official symbols of Novgorod the Great 1150th anniversary (hereinafter referred to as the Symbols) by legal entities and individual entrepreneurs (hereinafter referred to as the Applicants).
1.2. The Symbols are validated for use by the order of the Administration of Novgorod the Great.
1.3. In order to be officially permitted to use the Symbols, the Applicants shall conclude a contract for transfer of the right to use the Symbols (hereinafter – the contract for the use of the Symbols) with the non-profit organization “Novgorod the Great 1150th Anniversary Fund” (hereinafter – the Fund). No fee is required for state and local authorities, state and municipal agencies to exercise the rights for use of the Symbols, provided they are registered with the Fund.
1.4. Any Applicant regardless of the place and country of incorporation / registration and citizenship has the right to enter into a contract for use of the Symbols with the Fund.
1.5. The Fund shall be responsible for preparing a sample form of the contract for use of the Symbols and a standard application form.
1.6. The amount of the fee payable for the rights to use the Symbols shall be calculated by the Fund subject to and in view of the following:
a) the scope of the rights transferred;
b) a variety and type of goods produced and services delivered;
c) organization type (profit / non-profit);
d) the quantity of goods to be marked with the Symbols and (or) the term of use of the Symbols;
e) other factors that influence the fee charged for transfer of the rights.
1.7. The money hereby collected shall be deposited in the bank account of the Fund.
1.8. The Applicants may not use the Symbols
a) in combination with images or texts which violate human rights, denigrate human dignity and honor, hurt national and religious feelings and are in conflict with public interests;
b) on the objects which may discredit the idea of the event or damage the reputation of the state and local government authorities;
c) on the objects which may damage or distort the images of the Symbols or their meanings;
d) in a corrupted or inaccurate form.
2. Contract conclusion procedure
2.1. For the contract of use of the Symbols to be concluded between the Fund and the Applicant, the latter shall submit to the Fund an application of the established form, product samples, designs or pictures and documents indicating the place and arrangement of the Symbols.
2.2. In case the Applicant files for using the Symbols as one of the marks on industrial products and food, art wares and traditional folk handicraft, labels and price tags, packaging and other products, in addition to the documents specified in clause 2.1 of the Regulation, the Applicant shall:
Provide information on the volume or quantity of the products which are chosen to display the Symbols;
Submit documents attesting the quality of consumer goods, certificates and licenses.
2.3. The Fund shall settle on the application within 10 days following the date of submittal and thereupon conclude a contract for use of the symbols with the Applicant. The scope of the rights granted under the contract shall be determined by the Fund, subject to the requirements stated by the Applicant in their application.
2.4. For the purpose of fundraising for preparations for and events of Novgorod the Great 1150th anniversary the Applicant will have to pay a fee for the rights to use of the Symbols. The amount of the fee shall be determined by the Fund in accordance with clause 1.6 of the Regulation.
3. Contract use procedure
3.1. The contract for use of the Symbols shall be concluded for the term until December 31, 2009 at the latest.
3.2. The Applicants may not assign the rights for use of the Symbols to other legal entities or individuals.
3.3. Should any details specified in the contract get changed, the contracting party shall notify the Fund of the changes within 2 weeks after the occurrence and redraw up the contract.
3.4. The Fund shall keep a record of the contracts awarded and permits for use of the Symbols given to departments of state and local authorities, state institutions and municipal agencies of Novgorod Oblast.
3.5. Legal entities and individual entrepreneurs may not use the Symbols without having entered into a contract with the Fund before. This does not apply to state and local authorities, state institutions and municipal agencies of Novgorod Oblast.
3.6. In no case shall the quantity of industrial goods, food products and art wares, including traditional folk handicraft, labels, price tags, packaging and other products, carrying or supposed to carry the Symbols exceed the quantity initially stated in the contract or related documents. In such a case the Regulation requires the Applicant to conclude a new contract for the excess volume of products.
3.7. In case of violations specified in clauses 1.7, 3.2, 3.5, 3.6 of the Regulation, the offender shall be liable for them in accordance with the applicable law of the Russian Federation.
