For the attention of journalists

In order to ensure the publicity of Hanseatic days XXIX and 1150th Novgorod the Great anniversary at both the preparation and celebration stages, it is planned to set up an International press center. The primary functions of the Center will be to provide information support of events connected with Hanseatic days and anniversary festivities and to provide for intercourse between the Center and accredited journalists. Currently, the International press center is under preparation. Rules of accreditation of mass media representatives for events organized in the framework of Hanseatic days XXIX and 1150th Novgorod the Great anniversary at both the preparation and celebration stages (to be finalized)

1. General 1.1. The International press center in operation for the period of preparation for and carrying out of Hanseatic days XXIX and 1150th Novgorod the Great anniversary (hereinafter referred to as the Press center) shall be responsible for accreditation of journalists for events organized in the framework of Hanseatic days XXIX and 1150th Novgorod the Great anniversary at both the preparation and celebration stages. The purposes of such accreditation are as follows:

To protect the rights of journalists and people to receipt of information

To provide for comprehensive, complete, prompt and free dissemination of objective information concerning events organized in the framework of Hanseatic days XXIX and 1150th Novgorod the Great anniversary at both the preparation and celebration stage

To create favorable working conditions for accredited journalists in accordance with the procedure stipulated by the law.

1.2. The accreditation shall be conducted in compliance with the Law of the Russian Federation “On mass media”.

1.3. The Press center shall bear responsibility for implementing accreditation and accreditation-related procedures of intercourse between the Center and mass media representatives.

2. Types of accreditation

2.1. Russian and foreign mass media are entitled to accreditation, provided the first are officially registered and the representatives of the latter are accredited with the Russian Ministry of Foreign Affairs.

Permanent correspondent accreditation

2.2. This type of accreditation is required for journalists who are regularly engaged in reporting about events organized in the framework of Hanseatic days XXIX and 1150th Novgorod the Great anniversary at both the preparation and celebration stages.

Accreditation on demand

2.3. Accreditation on demand is required for journalists willing to report about some, not all, events organized in the framework of Hanseatic days XXIX and 1150th Novgorod the Great anniversary at both the preparation and celebration stages.

3. Accreditation Procedure

3.1. The Press center shall notify in advance of the rules and terms of accreditation of mass media representatives for events organized in the framework of Hanseatic days XXIX and 1150th Novgorod the Great anniversary at both the preparation and celebration stages.

3.2. Documents needed for accreditation:

1. An application for accreditation filled in on an official form of the mass media editorial office, signed by the Head and affixed with the seal.

2. A copy of the mass media state registration certificate.

3. A copy of the broadcasting license (for electronic media).

4. It is necessary to fill in a Registration card for both permanent correspondent accreditation and accreditation on demand. The card shall be signed by the Head and sealed. Details required to be entered in the registration card are as follows:

Full names of a medium, founders (co-founders) or the publisher (publishers), chartered objectives, circulation, periodicity, (line-up and channel of broadcasting for electronic media), the business address of the medium editorial office, distribution area, the postal address (including the zip code), editorial office telephone and fax numbers, e-mail. Surname, first name, second name of the journalist applying for accreditation indicated in full, his/her job position, home and office telephone numbers (for the card of permanent correspondent).

3.3. Foreign media may apply for accreditation, provided they are accredited with the Ministry of Foreign Affairs of Russia.

3.4. An application shall be submitted in the original only. If not meeting the requirements of Clause 3.2 of the Rules, the application is rejected.

3.5. Grounds for refusal to accredit a medium or a recommended journalist:

Information specified in the application form with regard to a medium or a journalist is not in conformity with reality or truth.

The application is submitted not within the term set for accreditation (excluding those media which are founded after the termination of accreditation).

4. Forms and procedures of intercourse between the Center and accredited journalists. 4.1. The Press center shall notify accredited journalists in advance of the scheduled events organized in the framework of Hanseatic days XXIX and 1150th Novgorod the Great anniversary at both the preparation and celebration stages.

4.2. Journalists shall be admitted to the venues of official events only upon presentation of an identification document, an accreditation card of permanent correspondent or a card of accreditation on demand.

4.3. Mass media representatives have the right to:

Attend open events organized in the framework of Hanseatic days XXIX and 1150th Novgorod the Great anniversary at both the preparation and celebration stages.

Receive information from workers of the Press center as well as at briefings, meetings and press-conferences organized by the Center to that end.

Enjoy access to reference materials issued for publication and receive electronic copies of them stored in their own media.

Make use of the assistance provided by the Press center in organizing information meetings and interviews with participants of events in the framework of Hanseatic days XXIX and 1150th Novgorod the Great anniversary at both the preparation and celebration stages.

Employ video records and photo materials of the Press center in accordance with the established procedure.

Use copiers, telephones and other communication devices of the Press center for communication with editorial offices and sending of prompt messages.

4.4. In case the number of journalists allowed to attend an event is limited due to recommendations of the protocol service, the admittance of journalists shall be in accordance with the lists made by the Press center (pool system) taking into account the wishes of the media representatives.

4.5. Journalists shall have an opportunity to receive official information, official documents and other reference materials.

4.6. In cases not providing for direct communication with media representatives the Press center shall arrange a protocol shoot following the procedure agreed upon with supporting services and allowing the admittance of photojournalists and cameramen only. The protocol shooting shall be made only from the place allocated for media representatives.

5. Obligations of accredited media representative

5.1. The accredited journalist agrees to observe any and all provisions of the given accreditation Rules, the internal order and rules of conduct, defined by regulations of an event.

5.2. After receiving official documents and materials designed for wide spread from the Press center and officers thereof, the journalist shall refrain themselves from violating the integrity of such information and disseminating any provisions of the documents received, in case it might distort the meaning of information or discredit the official document through misinterpretation.

5.3. The self-control and personal responsibility for preparation of official materials for wide spread in media shall be viewed as an indispensable qualification of the accredited journalist.

5.4. In no case shall the journalist interfere with the progress of an event about which they have been invited to report, unless it is organized specially for media.

5.5. In cases defined by regulations it is allowed to conduct inspection of photo-, radio- and video equipment and the screening of a journalist (in special circumstances).

5.6. When at work in official events, accredited journalists are advised to wear business-style clothes.

5.7. In the venues of official events journalists are advised to have mobile means of communication switched off.

6. Withdrawal of accreditation of the media or representatives thereof.

6.1. The journalist may be deprived of the accreditation, in case he/she or the editorial office fail to fulfill the requirements set forth herein or in cases stipulated by the Law of the Russian Federation “On mass media”.

6.2. The accreditation may be cancelled, in case the medium stops or suspends operation.

7. Appealing for review of actions and decisions of the accreditation organization

7.1. Refusal of accreditation, withdrawal of accreditation and violation of the rights of the accredited journalist may be appealed in court in accordance with the applicable law of the Russian Federation.
